I don't think he looks like England, but I couldn't really tell that it was Prussia.
I dunno.
This is well done and I think it illustrates the scene well, and the expressions are okay, and Japans face at the bottom is only a little off, I would probably change it so it isn't filling up the entire bottom, but otherwise this is fine.
